“Large Investment without large output, high Investment without high efficiency” is a common problem many countries confront in promoting information-based Basic Education. With further development of educational informationization, its focus turns from its application to its effective integration with teaching, a series of effectiveness questions beginning to attract more attentions. Driven by the project entitled “Shanghai practical application of educational information in schools”, educational informationization is applied in every aspect of Education in primary and secondary schools of Shanghai .In order to improve the effectiveness of educational informationization in Shanghai rural primary and secondary schools, the current situation of educational informationization must be understood and the main factors affecting ICT effectiveness be analyzed. This research focuses on developing a set of effectiveness assessment among primary and secondary education informationization.Through analyzing relevant documents, the paper identifies the framework of effectiveness assessment, including four dimensions:input, utilization, output, impact. And then, key elements in each of dimensions are proposed. Then, the paper develops three kinds of questionnaires respectively for administrators, teachers and students to collect baseline data. Through data analysis, two goals are achieved: the ICT effectiveness state in Shanghai rural primary and secondary education is described; the input-output efficiency of 45 schools is analyzed with DEA and the causes of low input-output efficiency is identified.
